The 3 dots in the upper right corner give you the opportunity to arrange the tiles different.

Language can be set in settings-system-language

Evene if you do your software repair and you start anew without restoring anything.

Act as if your phone is new, just setup your Google account, refuse to restore backup, without any app installed, what happens then?
