Z3 Compact stuck at 7% battery.

I was getting constant vibrating warnings that my battery was low at 8%.  I had to put the phone in DoNotDisturb.  Battery dropped to 7% while plugged in so I turned it off.  Waited an hour and it's still at 7%, screen keeps flashing the SONY XPERIA logo, then off, in an 8 second loop, then displays a charge indicater every 10 or so loops (haven't counted).

Anyone have suggestions?  I can't pull the batter on this one.

Same problem is back again and it's not going away after a soft reset like it did last time.
