you need to buy a non android phone (not an iphone nor a windows phone) to be able to do so as Android doesn't support this, there are some Samsung android phones that do have this feature in certain countries.

this is not good SONY should add the option Over 3G video call

it was requested long ago ever since the first 2010 Xperias, I highly doubt that it will add it, if it's a must have feature you should really look into getting a samsung that does have this option or a data plan/wifi
