How can carrier control updates for SIM-Free/Unlocked phones?

Here's my situation in Ukraine: my colleague purchased Xperia Active in August in same internet shop where I purchased Xperia Mini Pro in February, he had update to ICS available on first connection to PC and I still don't have it. We use different GSM operators, but since both phones were purchased without connection to GSM-operator I don't see think that update for my phone is blocked.

Also I'd like to know how can I check if updates for my SI is blocked by whoever can block it.
